The theme of the year is empowerment, to continue management assessment strategies and strengthen regional experience exchanges for the river patrols. To achieve the goal, the works can be divided into four parts:(1) Public participation in the aqua watch team and exchange of management experience, (2) Promoting the river patrols to participate in water environmental pollution remediation and conduct management assessment, (3) Promote ecological monitoring technology and introduce citizen science applications, (4) Strategies to expand public participation in water environment conservation. To improve local people's understanding of the current status and development of rivers and share local water environment guarding and relevant experience and knowledge, 2 focal rivers discussion meetings were held. In addition, cultivating river patrols as a deliverer of environmental education, 2 courses and trainings were held. To elaborate the goals and to communicate with the local governments, the annual workshop was held. To understand the situations of local public participation, government officials of 15　counties and cities were interviewed and suggestions were made to meet local problems. Encouraging river patrols who dedicated themselves, 7 teams which are the most outstanding were awarded. Furthermore, this year River Conservation Center held water environmental technical observations and river ecological monitoring activities continuously in the project. The patrol teams from the Hualien county were chosen to took part in the courses. These monitoring trainings and demonstration activities cultivated the knowledge and execution ability of the patrol team.
